Call for applications for the Program for the translation and editing of the national book abroad

The Ministry of Culture initiates the call for applications for the Program for the translation and editing of the national book abroad from the state budget - 2026 in accordance with the Regulation on the financing mechanism for the translation and editing of the national book abroad from the state budget, approved by Government Decision no. 113 /2024 –

1. The general conditions for awarding grants for translation/publishing projects are as follows:
1) only foreign publishing houses / publishers (hereinafter – the publishing houses) can be beneficiaries of the funding;
2) only literature written in Romanian can be accepted for funding. In the case of national minorities from the Republic of Moldova, works written in the language of these minorities may also be accepted for translation;
3) the author of the work proposed for translation/publishing projects shall be a citizen of the Republic of Moldova, regardless of whether his/her work have been published in the Republic of Moldova or in Romania;
4) funding shall be requested only for books published in Romanian or for books produced by the foreign publishing house by the time the application is submitted;
5) priority shall be given to contemporary literature, the works of authors who won the European Union Prize for Literature, the National Prize of the Republic of Moldova, the Prize of the Ministry of Culture, the prizes of the Writers' Union of Romania and the Writers' Union of Moldova, and the prizes of culture magazines of Romania and the Republic of Moldova;
6) the works of the authors, citizens of the Republic of Moldova, shall be selected by foreign publishing houses both from the Indicative list of works of local authors to be translated abroad, published in the Electronic Catalogue (word and/or pdf format) of the Ministry of Culture, and from the books published in Romanian, of their free choice.
2. The following book genres are eligible for funding:
1) fiction (prose, poetry, drama);
2) non-fiction (reportage, memoirs, diaries, biographies and autobiographies, essays);
3) history books (especially those on the history of Bessarabia);
4) picture books;
5) books for children and teenagers;
6) comics;
7) anthologies of poetry, prose, and dramaturgy.
3. Both printed books and electronic books are eligible for funding.
4. The funding application shall contain:
1) the funding application / standard form, according to annex no. 1 of the aforementioned Regulation.
2) a copy of the contract of intent concluded with the copyright holder;
3) a copy of the contract of intent concluded with the translator;
4) the translator's CV;
5) a copy of the registration certificate or other documents confirming the status of a legal entity, and in the case of individuals, a copy of their identity card;
6) the applicant's report on published books over the past 2 years;
7) the applicant's publishing plan for the following year;
8) the economic calculation sheet / project budget;
9) a self-declaration on their own financial contribution of at least 30% of the total budget of the project;
10) the strategy for translation, publication, distribution and promotion of works translated and published abroad.
Interested publishing houses from abroad will submit the participation file in physical format (str. Nicolae Iorga, 21, MD -2012, Chisinau, Republic of Moldova) or electronically to the address cancelaria@mc.gov.md
The total amount awarded to a translation/editing project – up to 300 thousand MDL
The deadline for submission of editorial offers – 15 October 2025
NOTE
1). Within the selection of offers that is organized through a competition, the eligible publishing house can benefit from funding, under the terms of this Regulation, only once in a budget year, and its translation/editing project can include, within the limits of the financial program, no more of 5 book titles.
2). The participation file will be filled in with Times New Roman font, size 12, pdf format. All documents will be compressed in archive format.
Projects that do not comply with the conditions are not reviewed!
